In Death City, S.E.E.S. has gone through several iterations.
When Minato arrived, he created a loose association between the people from Iwatodai, Inaba, and Ikebukuro with the purpose of protecting Death City when the majority of strong Meisters and Weapons left the city on missions. It was only after the Watch had coalesced and Roy Mustang created a system of keeping its stronger Meisters at home for defense that this initial purpose faded away.
Under Souji's leadership, S.E.E.S. reorganized into a youth group to focus primarily on the orientation of new arrivals and the care of those considered too young to ethically join the front-lines of the war. It is for this that S.E.E.S. is most remembered and during this time that it gained its office next to the Triple A Video Arcade. After Souji left, leadership fell to Yosuke Hanamura and Minako Arisato, but with both gone, it has once again returned to Minato Arisato to manage.
Minato's ideas for S.E.E.S. involve merging the old purpose with the new: to remove the age restriction but still focus on the welfare of new arrivals; to be ready to protect Death City, not by policing it but by readying a team capable of taking the streets back from any monster, Kishin Egg, or Witch that threatens it; and to create a team capable of leaving the city in order to find the Answers that can't be found by waiting.
So, all that in mind, what is S.E.E.S.?
S.E.E.S. is an open group whose primary goal and purpose is to take care of others. All its recruiting criteria requires is that all members possess earnest altruistic desire. Regardless of ability, so long as a person wishes to serve the community, S.E.E.S. will accept him or her and find the best possible way of utilizing that person's talents. Its major activities are:
1) Welcoming Committees. When BREW brings in a new batch from the other worlds, S.E.E.S. members are to help with the orientation of the new arrivals through brochures, gift baskets, tour groups, and basic training (like how to use the communicator).
An example of a brochure can be found here in an info post once circulated by Rise Kujikawa. If any S.E.E.S. member creates or knows of someone who has created similar material, we can put together a central archive of information to present to Guests old and new.
2) Peer Support. S.E.E.S.'s mission doesn't end when a new arrival is settled in. S.E.E.S. members are to keep an eye on the Guests and encourage social linking and essential skill development. This includes helping with training, Meister power discovery, and Weapon form discovery. Although this is the unspoken obligation bestowed upon all Guests of Death City, S.E.E.S. members are to take a more aware and active role in helping their fellow Guest.
3) Community Service. If stuff blows up and houses break, S.E.E.S. is to help in the clean-up and reconstruction. We're not the only people to live in Death City, after all, and it isn't right to forget about the well-being of our hosts as well. [Minato wants to talk to the other S.E.E.S. members about setting up defensive shelters for the civilians, but that'll be formalized when it happens.]
4) Team Building. Teams are important. S.E.E.S.'s otherworldly origins are team-level and squad-based, so it makes sense to continue that tradition here. This is much less formalized than other S.E.E.S. goals/activities, but S.E.E.S. members should always take the opportunity to form groups with others so as to provide support and mitigate individual weaknesses.
5) Information Gathering. S.E.E.S.'s original purpose also involved seeking Answers, so S.E.E.S. is about going out into the world and finding the answers to the hard questions. S.E.E.S. members have to be willing to learn about the world they now inhabit, everything from politics to history to culture, in hopes that a greater understanding will lead to the Truth. Any information a S.E.E.S. member finds useful or interesting is to be shared with the group. That information, in turn, will be used in the service of others.
What S.E.E.S. isn't.
1) S.E.E.S. isn't exclusive. You can be a part of S.E.E.S. and the Watch and the Detective Agency and the Beautification Committee and the Science Committee it won't matter. In fact, if you are part of another organization concurrent to S.E.E.S., all the better! S.E.E.S. is about unilateral cooperation, so if your other organization needs a helping hand, S.E.E.S. is ready.
2) S.E.E.S. isn't the Watch. The Watch deals with human and inhuman threats, but S.E.E.S. will only take to the streets in extreme cases or monster attacks; it isn't here to police others. And, let's be honest, when there are monsters on the streets, nobody's going to complain about some extra help, right?
3) S.E.E.S. isn't the Detective Agency. If someone comes in with a task more suited to the minds of the Detective Agency, that person will likely be helped by directing them to the Detective Agency. Even with an information gathering component, S.E.E.S. follows its own agenda and has its own reasons for gathering information.
4) S.E.E.S. isn't a job. Participation is optional. S.E.E.S. operates on volunteerism and individual initiative. It will rarely pass on orders from the top down. There is barely a top to pass anything down from! Like it has always been, S.E.E.S. is a loose affiliation of people with a common purpose of protecting and serving others.

A fancy red armband, a kick-ass support group, and a feel-good notion that you're part of something good.

Let me just come out and tell you how I can be helpful.
I am a spy, first and foremost; so if you ever needed a scout as a lookout, a man to infiltrate a kingdom, or someone to eavesdrop on a conversation between nobles, I'm your man. I'm also not bad with a blade; though I may not be the strongest or most fluid fighter, I am pretty quick and know how to use my surrounding environment to my advantage, be it marble, stone, or forest. I am also quite handy with a set of lock picks, as an added bonus. As well, I have exceptional eyesight; it may sound odd but hear me out. I can perceive others through a thick fog with few problems and I can see through darkness rather nicely as well. 'Tis a strange thing to mention but I figure it can't hurt.
As well, I have also applied for the institution run by...Edgeworth I believe was his name? A fellow with an...interesting name, indeed.
lol I can see the Matthew tutorial showing you that he can see further in fog.
Edgeworth-san also has an interesting sense of fashion. [By which he means it's really, really special.] How are you able to see through a fog?
This may be a dumb question, but does it actually get foggy in real life deserts?
While growing up, I slowly noticed my eyesight becoming more and more proficient, which helped me get into the military and train as a spy. I was trained to see through fog and darkness almost as well as in pure daylight. This is also the reason I generally awaken around 4 AM every day, so I can continue working on improving my sense of vision.
This may not be exactly the response you were looking for, but this is my best explanation.
I don't think so. I think they have heat distortions instead.
Can you make maps too?
I always assumed a sandstorm would cover up fog for the most part.
Out of curiosity, how would you utilize a map-maker? I believe the residents that have been here at least a fortnight would understand the layout of Death City for the most part.

That's my assumption!
Most maps I have made before I usually made after infiltrating a large building, castle, barracks, or something similar, map it out and return it to a military commander so his or her group would know the general layout. But! Given a bit more time I'm sure I could make up a map for Death City and it's citizens!
I also think fog needs more moisture than a desert can provide...
Most likely...I'll check into that sometime, that's interesting.
